During his visit to Paris, Prime Minister Narendra Modi has concluded the plan to acquire 26 Rafale (Marine) version jets for Indian aircraft carriers, along with three additional submarines. This procurement signifies the continued cooperation between India and France in the defense sector. The deal was made during a bilateral meeting between Prime Minister Modi and French President Emmanuel Macron, held in Paris. The visit also saw the unveiling of a roadmap on the Indo-Pacific, which aims to enhance the strategic partnership between the two nations amidst rising geopolitical tensions.
Strengthening Defense Cooperation Between India and France
India and France, celebrating 25 years of strategic partnership, have reaffirmed their commitment to further collaboration in defense and security. The two countries have agreed to extend their defense cooperation in advanced aeronautical technologies and support the joint development of a combat aircraft engine. France’s Naval Group has already built six Scorpene-class submarines for the Indian Navy, in collaboration with Mazagon Dock Ltd. With the procurement of the Rafale jets and submarines, India will become the only country operating both variants of the aircraft in the air and at sea.
Industrial Cooperation and Roadmap on Defense
Both India and France have finalized plans for industrial cooperation in the motorization of heavy-lift helicopters under the Indian Multi-Role Helicopter (IMRH) program, in partnership with Safran Helicopter Engine, France. The agreement includes the establishment of a technical office of the Defense Research and Development Organisation (DRDO) at the Indian Embassy in Paris. This collaboration aims to develop a self-reliant defense industrial and technological base in India. The two nations also expressed their commitment to cooperating in the co-development and co-production of advanced defense technologies, benefiting not only themselves but also other countries.
Focus on Geopolitical Issues
During their discussions, Prime Minister Modi and President Macron addressed the growing hegemonic tendencies of China in the Indo-Pacific region and the ongoing Russia-Ukraine War. They emphasized the importance of upholding the vision of an open and free Indo-Pacific region, devoid of any form of hegemony. The leaders expressed their dedication to peace, security, and respect for international law in the region. They also discussed the proposal for an Indo-Pacific Triangular Development Cooperation Fund. Additionally, the two countries plan to increase naval visits, develop defense industrial capabilities, and support the needs of other nations.

In a joint statement, India and France highlighted the significance of their partnership in the face of turbulent and challenging times. They pledged to uphold international law, promote cohesion in a fragmented world, reform and reinvigorate the multilateral system, and work towards building a secure and peaceful Indo-Pacific region.
