Delhi Chief Minister Arvind Kejriwal has reached out to opposition parties, urging them to address the issue of the Centre’s ordinance on the control of administrative services in Delhi. He emphasizes the importance of discussing this matter at the June 23 meeting of non-BJP parties in Patna. Kejriwal highlights that similar ordinances could be implemented in other states, suggesting that the Delhi ordinance is merely an experiment. He expresses concerns that if successful, such ordinances may undermine the powers of states pertaining to subjects in the concurrent list. The letter, dated June 20, outlines Kejriwal’s perspective on the matter.
Opposition Parties Convene to Strategize Against BJP in 2024 Lok Sabha Polls
Bihar Chief Minister and Janata Dal (United) leader Nitish Kumar has called for a meeting of opposition parties on Friday. The purpose of the gathering is to devise a joint strategy to counter the Bharatiya Janata Party (BJP) in the upcoming 2024 Lok Sabha elections. Kejriwal, who is also the national convener of the Aam Aadmi Party (AAP), emphasizes the need to prioritize discussions regarding the bill associated with the Centre’s ordinance in the Rajya Sabha.
Kejriwal Raises Concerns Over Centralization of Power
Kejriwal expresses apprehensions about the potential concentration of power in the hands of the Prime Minister through lieutenant governors and governors. He asserts that the day is not far when the Prime Minister could control 33 states through these appointed officials.
Details of the Centre’s Ordinance
On May 19, the Central government promulgated an ordinance to establish an authority responsible for the transfer and posting of Group-A officers in Delhi. The Aam Aadmi Party (AAP) government criticized this move, considering it to be in contradiction with the Supreme Court’s verdict on services control. The ordinance, which followed the Supreme Court’s decision to grant control of services (excluding police, public order, and land) to the elected government of Delhi, aims to establish a National Capital Civil Service Authority. This authority would oversee the transfer and disciplinary proceedings of Group-A officers from the DANICS cadre. Prior to the Supreme Court’s ruling on May 11, the transfer and postings of all officers in the Delhi government were under the executive control of the lieutenant governor.
Kejriwal Seeks Support from Non-BJP Parties
Since the promulgation of the ordinance, Kejriwal has been engaging with leaders of non-BJP parties, aiming to gather their support against the ordinance. He intends to thwart the Centre’s efforts to replace the ordinance with a bill when it is presented in Parliament.
