Pahalgam Terror Attack Fallout: Bunkers Reopened, 14 Local Terrorists Identified in J&K

As tensions rise after the Pahalgam terror attack, LoC villages prepare bunkers while intelligence identifies 14 active terrorists aiding Pakistan-based groups.

Pahalgam Terror Attack Triggers Security Overhaul: Bunkers Reactivated, Terror List Released

Following the brutal terror attack in Jammu and Kashmir’s Pahalgam on April 22, which targeted a group of tourists, security agencies have ramped up counter-terror operations across the Union Territory. In a multi-pronged response, intelligence agencies have released a list of 14 local terrorists aiding cross-border groups, while border villages in Poonch are reviving underground bunkers amid fears of escalation.

Border Villages Brace for Escalation: Modi Bunkers Cleaned and Stocked

In districts like Poonch, particularly the villages of Salotri and Karmarha, residents have begun cleaning out underground bunkers built during earlier periods of shelling across the Line of Control (LoC). These bunkers—popularly referred to as “Modi bunkers” after the central government’s 2019 push—are being refurbished with essential items such as blankets, dry food, and water.

Local residents expressed a renewed sense of caution:

“The people had forgotten the bunkers. There is an atmosphere of fear, but we hope harmony will prevail in the valley,” said a resident from Karmarha.

Another villager added:

“We are with the government and support the army. We are ready to help in any way, even by sacrificing our lives if needed.”

14 Local Terrorists Named: Lashkar, Hizbul, JeM Cadres Active

In a related development, intelligence agencies have identified 14 local terrorists operating in Jammu and Kashmir, actively assisting foreign infiltrators from Pakistan.

Key findings:

  • Affiliation breakdown:
    • 8 linked to Lashkar-e-Taiba (LeT)
    • 3 to Hizbul Mujahideen
    • 3 to Jaish-e-Mohammed (JeM)

These individuals are between 20 to 40 years old, operating as logistical and on-ground facilitators in Anantnag, Pulwama, and South Kashmir.

Security forces have launched focused operations to neutralize these threats and prevent another Pahalgam-type attack.

Connection to April 22 Pahalgam Attack

Investigators are also linking these operatives to the deadly April 22 attack in Baisaran, a popular tourist spot near Pahalgam. The attack killed both civilians and security personnel.

  • Five attackers were identified, including:
    • Three Pakistani nationals: Asif Fauji, Suleman Shah, and Abu Talha (sketches released)
    • Two local operatives: Adil Guri and Ahsan

A bounty of ₹20 lakh each has been announced for their capture or neutralization.

TRF Claims Responsibility; NIA Takes Over Probe

The Resistance Front (TRF), considered a proxy of Lashkar-e-Taiba, has claimed responsibility for the Pahalgam attack. The National Investigation Agency (NIA) is now involved alongside the Jammu and Kashmir Police, expanding the scope of the probe and coordinating counter-terror efforts.

Government Response and Civilian Preparedness

  • Security Alert: Army and paramilitary forces are on high alert across the LoC belt.
  • Civilian Advisories: Local administrations have instructed residents to remain vigilant and report suspicious movement.
  • Government Support: In recent years, the government has provided financial aid for the construction of community and individual bunkers in high-risk areas like Poonch and Rajouri.

What This Means for You

For residents in border regions, the reactivation of bunkers marks a return to an era of heightened caution. For the national security apparatus, the identification of 14 active terrorists offers a vital lead in pre-empting future attacks and dismantling Pakistan-backed terror modules in Kashmir.

How to Take Action

  • Locals in border areas should keep their bunkers prepared and follow government advisories.
  • Citizens must avoid spreading unverified information and rely on official updates.
  • Tourists planning visits to Kashmir are advised to stay updated on security bulletins and adhere to movement guidelines issued by local authorities.

Pahalgam Attack Aftermath Marks a New Phase of Security Realignment in Kashmir

The developments following the Pahalgam terror attack underline the fragile calm in Jammu and Kashmir. While civilians show resilience and unity, the unveiling of local terror networks and the reactivation of “Modi bunkers” in LoC villages highlight the ongoing security challenges in the region. The coming weeks will be crucial in determining the Valley’s stability and the effectiveness of India’s counter-terror strategy.
