PM Modi Vows Bold Stand on Terror, Industrial Push in UP During Kanpur Address
From Operation Sindoor to metro expansions, PM outlines security resolve and development roadmap for Uttar Pradesh

Kanpur, May 30 — In a politically charged address from Kanpur Nagar, Prime Minister Narendra Modi on Thursday reiterated India’s uncompromising approach to cross-border terrorism, while unveiling a sweeping package of development initiatives aimed at boosting Uttar Pradesh’s industrial and infrastructure landscape.
The event marked the formal launch of power, defense, and transport projects collectively worth over ₹47,000 crore, many of them concentrated in the industrial heartland of Kanpur.
Operation Sindoor Signals Shift in Terror Policy
Referring to the recent “Operation Sindoor,” Modi said India had “entered the house of terrorists” and acted with overwhelming force, allegedly deep inside Pakistani territory. “The game of Pakistan’s straight and non-straight actors is over. If I say it in Kanpuria — wherever the enemy is hiding, we will drag them out,” the Prime Minister declared.
He stressed that India’s response to terrorism would no longer be reactive or restrained. “We will decide the time, method, and place of our response. No longer will we be intimidated by the nuclear bluff,” he said, adding that India now views terror outfits and their state sponsors as indistinguishable enemies.
The remarks come in the wake of the Pahalgam attack last month, which claimed the life of Kanpur native Shubham Dwivedi. Modi paid tribute to the slain soldier, linking his sacrifice to a broader shift in India’s military posture.
Defense Corridor and Indigenous Push
The Prime Minister also highlighted Uttar Pradesh’s emerging role as a hub for defense manufacturing. “Kanpur’s old ordnance factories are being transformed. The state is now home to one of India’s key defense corridors, with Kanpur as a major node,” he said.
Among the prominent developments cited was the construction of AK-203 rifles in Amethi and a new production facility for BrahMos missiles. “India is moving from being a defense importer to an exporter. This is not just a strategic move but an economic necessity,” Modi noted.
Infrastructure Blitz Across Energy, Metro, and Rail
Launching multiple energy projects including the Panaki, Jawaharpur, and Khurja power plants, the Prime Minister projected these as foundational to Uttar Pradesh’s industrial revival. Collectively, these plants are expected to add over 4,000 MW to the grid.
He also inaugurated the Kanpur Metro’s Orange Line extension to Kanpur Central, touting it as a symbol of modern governance. “People used to say development like this can’t happen in Kanpur. Today, that same Kanpur is setting new records,” he said, pointing to the completed elevated and underground segments of the line.
The address also included the announcement of an elevated rail corridor between Farrukhabad and Anwarganj, aimed at decongesting 18 key crossings. Kanpur Central Station is set to undergo a complete transformation into a world-class terminal under the Amrit Bharat scheme.
MSME Revival and Tax Relief for Middle Class
Positioning MSMEs as the backbone of Kanpur’s economy, Modi promised continued credit support and regulatory simplification. “We’ve redefined what qualifies as a small business to allow them to grow fearlessly,” he said, referring to expanded credit guarantees and production-linked incentives under the new ‘Mission Manufacturing’.
In a direct pitch to middle-class voters, the Prime Minister underscored the recent budget’s move to make incomes up to ₹12 lakh tax-free, calling it “a vote of confidence” in salaried households.
Political Undertone
While the event remained primarily focused on development, the Prime Minister used multiple occasions to attack past governments. “Family-run regimes sat idle while Kanpur’s industries collapsed. We are here to restore its old glory with modern strength,” he said.
As Uttar Pradesh heads into a crucial electoral phase next year, the messaging — a blend of national security assertiveness and local economic promises — appeared designed to consolidate voter support in one of the BJP’s traditional strongholds.
What’s Next
With major infrastructure projects set to unfold in the coming months and defense manufacturing gaining traction in the state, Uttar Pradesh’s economic narrative may play a central role in the BJP’s campaign strategy. Officials have indicated that ground-level implementation of the announced schemes will begin within this fiscal year.
