Parliamentary Panel Raises Concerns Over Delay in Economic Census Results

A parliamentary panel has questioned the Ministry of Statistics and Programme Implementation (MoSPI) over the delay in releasing the economic census results. The Standing Committee on Finance, in a report tabled on Thursday, expressed concerns about the slow progress in obtaining approvals from State Level Coordination Committees. The seventh economic census, launched in 2019 and completed in March 2021, has only received approval from 13 states and union territories as of April 30, 2023.

Ministry cites pandemic-related challenges for data collection delay

The Standing Committee on Finance has raised questions about the delay in releasing the economic census results, prompting a response from the Ministry of Statistics and Programme Implementation (MoSPI). The committee expressed concerns over the lack of progress in obtaining approvals from the State Level Coordination Committees and urged the Ministry to accelerate data collection and collaboration with states. The Ministry cited pandemic-related challenges as a significant factor in the delay.

The MoSPI responded to the panel’s concerns, highlighting pandemic-related operational challenges that severely affected data collection and supervision for the census. However, the committee has called for a more proactive approach in addressing the delays and urged the Ministry to foster closer collaboration with states and accelerate data collection.

Economic census essential for comprehensive analysis of establishments

The economic census provides a sampling framework for enterprise surveys, offering a comprehensive analysis of all establishments in the country. To conduct the seventh census, the ministry collaborated with CSC e-Governance Services India Limited, a special-purpose vehicle under the Ministry of Electronics and Information.

Persistent queries from the panel

This is not the first time the parliamentary panel has raised questions about the delay in releasing the economic census results. Earlier, in March of the same year, the panel had inquired about the issue to the ministry.
