In a move aimed at boosting the night-time economy and creating job opportunities, Chief Minister Arvind Kejriwal has given approval for 24×7 operations for another set of 155 shops and commercial establishments in Delhi. This decision follows the approval of similar exemptions for 523 establishments over the past two years, a significant increase compared to the 269 establishments permitted over a span of 68 years from 1954 to 2022. The objective behind this decision is to generate more job opportunities, ensure labor welfare, and promote the overall development of the local economy.
Government Initiatives and Digital Transformation

The Delhi Government, under the leadership of CM Arvind Kejriwal, has been actively working towards creating a thriving business environment in the capital city. In line with this goal, the government has completely digitized the application process, eliminating the need for traders to visit government offices. Applications will now be processed within four weeks, including verification and onsite inspection.
Promoting a Conducive Business Environment
Recognizing the importance of facilitating commercial activities and economic growth, CM Arvind Kejriwal has taken proactive measures to encourage businesses. By approving 24×7 operations for a new batch of commercial applicants, the government aims to generate more job opportunities, safeguard worker interests, and contribute to the overall development of the local economy.
Benefits for Businesses and Consumers
The decision to allow round-the-clock operations of these establishments is expected to have a positive impact on both businesses and consumers. Extended operational hours will provide convenience to the residents of Delhi, enabling them to access essential goods and services at any time.
Exemptions from Delhi Shops and Establishments Act
To enable the implementation of 24×7 operations, the Delhi Government has granted exemptions to applicants from Sections 14, 15, and 16 of the Delhi Shops and Establishments Act, 1954. These sections impose restrictions on hiring night-shift employees and prescribe rules regarding opening and closing periods and holidays for commercial establishments.
Administrative Reforms and Ease of Doing Business
This move aligns with CM Arvind Kejriwal’s mission to bring administrative reforms to Delhi, such as the Faceless Services initiative. Under this initiative, the government has fully digitized the transport department, eliminating the need for physical Regional Transport Offices (RTOs) in Delhi. These efforts have provided RTO services to lakhs of citizens while ensuring convenience and efficiency.
Encouraging Growth and Innovation
By eliminating restrictions and giving applicants the opportunity to rectify shortcomings and seek approval again, the government aims to provide businesses with greater flexibility in meeting customer needs and demands. This approach fosters growth and innovation across various sectors.
