Kerala PSC Advice Memos 2025 have placed the state at the top of India’s public sector recruitment chart, with a staggering 18,051 advice memos issued between January and June 2024, as reported by a Union Public Service Commission (UPSC) newsletter.
This number is the highest in the country, outpacing all other state public service commissions combined, which collectively issued just 30,987 memos in the same period.
📊 Kerala Outpaces Other States in Public Hiring
According to the newsletter, Uttar Pradesh issued only 753 memos while Gujarat managed 611, putting Kerala’s performance into national perspective.
A government booklet released to mark the fourth anniversary of the current LDF-led government also highlighted that 66% of India’s total government appointments during the period were made in Kerala alone.

The demographic breakdown of the 18,051 advice memos includes:
- Group A Appointments:
- Scheduled Castes (SC): 1,442
- Scheduled Tribes (ST): 843
- Other Backward Classes (OBC): 5,959
- General Category: 9,807
Notably, no advice memos were issued for Group B and Group C categories during the reported period.
