Meghalaya Honoured with Top UIDAI Awards Even as Aadhaar Protests Simmer in Shillong

In a remarkable recognition of its administrative efficiency, Meghalaya has bagged two top national awards from the Unique Identification Authority of India (UIDAI) for its exemplary performance in Aadhaar operations.

The awards were conferred just a day after Shillong witnessed a public rally opposing the mandatory Aadhaar linkage for government welfare benefits, making the achievement both significant and symbolic.

UIDAI Recognises Meghalaya as Best-Performing Aadhaar State

On April 8, UIDAI awarded Meghalaya in two key categories:

  1. Best performance in carrying out mandatory biometric updates for children
  2. Best performance in verification of adult Aadhaar enrolments

The awards were received by Shai Kupar War, the Aadhaar Nodal Officer from the State’s General Administration Department, at a ceremony in New Delhi.

“This recognition reflects the unwavering commitment and dedication of our Aadhaar team — from field-level staff to district and technical officials,” said Joram Beda, Commissioner and Secretary to the Meghalaya government.

Protests Emerge in Shillong Over Aadhaar Linkage Mandate

On April 7, just one day before the awards were conferred, members of the Meghalaya unit of the Awaken India Movement held a public rally in Shillong to voice their opposition to Aadhaar’s increasing reach.

The demonstrators called the mandatory Aadhaar linkage “unconstitutional and coercive,” arguing that individuals are being forced to link Aadhaar numbers to access basic rights like food, pensions, and healthcare.

The State government, however, dismissed the protest as baseless.

“Such anti-Aadhaar protests defy logic,” said a government spokesperson, reiterating that Aadhaar is critical for transparent, targeted delivery of public services.

Inside Meghalaya’s Award-Winning Aadhaar Strategy

The UIDAI recognition is the result of a multi-tiered Aadhaar management strategy adopted by the Meghalaya government:

  • Special drives in schools and Anganwadi centers for biometric updates of children
  • Targeted verification camps across districts for adult residents
  • Mobile enrolment units reaching remote areas
  • Training programs for field-level operators to ensure accuracy and compliance

This integrated approach has helped Meghalaya achieve high coverage with minimal error, a crucial factor for UIDAI’s recognition.

Why These Aadhaar Awards Matter

This national recognition places Meghalaya among the top states in the country for Aadhaar governance, which is increasingly central to how welfare is distributed in India.

Impact of Efficient Aadhaar Systems in Meghalaya:

  • Streamlined beneficiary verification for schemes like PM-KISAN, ration distribution, pensions
  • Reduced duplication and fraud through biometric authentication
  • Improved digital governance outreach in rural and tribal areas
  • Greater transparency and accountability in welfare disbursal

Opposition to Aadhaar: Protests Persist Despite Progress

Despite Meghalaya’s UIDAI success, grassroots resistance to Aadhaar remains active. Protesters claim:

  • It violates privacy and individual autonomy
  • It has excluded some people due to authentication errors
  • Government benefits are being denied without Aadhaar linkage
  • Concerns persist about data security and surveillance

The Awaken India Movement and allied civil society groups are urging a review of the mandatory linking clause in welfare programs.

Meghalaya’s case presents a dual reality:

  1. On one hand, the state is excelling in Aadhaar implementation, delivering services more efficiently than ever before.
  2. On the other, segments of the population remain wary of centralised data systems and the potential misuse of Aadhaar data.

The challenge for policymakers is to balance governance reforms with citizen engagement, ensuring Aadhaar remains a tool of empowerment rather than exclusion.

Meghalaya Aadhaar Awards a Double-Edged Milestone

As Meghalaya receives national praise for its Aadhaar implementation, the local protests in Shillong highlight the ongoing debate about digital identity in India.

The Meghalaya Aadhaar awards serve as a case study in how digital governance can achieve excellence, but also underscore the need for sensitivity, inclusivity, and transparency.

For now, Meghalaya stands at the forefront of Aadhaar efficiency — and at the heart of India’s evolving conversation around identity, access, and rights.
