On November 9, the Punjab and Haryana High Court took suo moto cognizance against the usage of phones by inmates inside jail premises.
Background

Arshad Khan, a close associate of gangster Lawrence Bishnoi, is currently lodged in the high-security zone of Goindwal Sahib Central Jail in Punjab’s Tarn Taran district. Along with seven other accused, Khan is involved in the murder of Punjabi singer Sidhu Moosewala.
Repeated Violations
The jail administration at Goindwal Sahib Central Jail has once again confiscated a mobile phone and SIM card from Arshad Khan. This marks the fourth instance of such recovery in the past nine months.
Criminal Allegations
Arshad Khan is not only facing charges related to the murder of Sidhu Moosewala but is also implicated in the murder of two co-accused within the jail earlier this year.
High-Security Zone Placement
Khan is currently held in the high-security zone of the jail in Block-C, Zone No 3, along with seven other accused.
Legal Response
The Punjab and Haryana High Court’s intervention on November 9 highlights the severity of the issue, with the court taking suo moto cognizance against the usage of phones by inmates within jail premises.
The recurring incidents of mobile phone possession by the accused raise concerns about the effectiveness of security measures within the prison. The legal proceedings and the court’s involvement indicate the gravity of the situation, emphasizing the need for stricter control over inmates’ access to communication devices.
