The Telangana State Council of Educational Research and Training (SCERT) is facing controversy after it was discovered that the words ‘Socialist’ and ‘Secular’ were missing from the cover page of the Class 10 social science textbook. The SCERT has acknowledged the omission and stated that it was an oversight, not intentional.
Complaint Filed by Teachers’ Federation

The Telangana State United Teachers’ Federation (TSUTF) has filed a complaint with the education department, highlighting the absence of ‘Socialist’ and ‘Secular’ from the Preamble on the textbook cover. The TSUTF emphasized that these words were added to the Preamble through the 42nd Constitutional amendment.
Discrepancy Raises Concerns
While the Preamble, including the words ‘Socialist’ and ‘Secular’, was correctly published in the inner pages of the class 8 and 10 social studies books, the TSUTF expressed concerns about the publication of the outdated version of the Preamble on the cover. This discrepancy raises doubts and questions, particularly amid ongoing debates about the status of secularism in India.
Error or Intentional Act?
The TSUTF considers this omission a significant error and questions whether it was intentional or due to oversight. They are demanding that the correct version of the Preamble be published and that those responsible for the mistake be held accountable after a thorough inquiry.
SCERT Claims Inadvertent Error
In response to the controversy, the SCERT director stated that the error occurred inadvertently while downloading the image for the cover design. The SCERT also clarified that the Preamble, as amended, was correctly printed in the inner pages of other textbooks.
Corrective Measures
To address the issue, the SCERT has directed all District Educational Officers (DEOs) to download the amended image of the Preamble and ensure it is pasted on the cover page of the Class 10 Social Studies textbook. They have instructed the Headmasters/Principals of High Schools to comply with this directive promptly and submit a compliance report to the SCERT, Telangana.
